Frances served as a 1st Lt., Headquarter's Squadron, 43rd Bomber Group, U.S. Army Air Force during World War II.

He resided in the District of Columbia prior to the war.

Francis died in the "Line Of Duty" when the Australian Douglas C-47 #A65-2 he was on was involved in a fatal accident at Archerfield, Queensland. Only one other American soldier was on this flight.

The crew of 4 plus 19 passengers were killed on this flight that took off from Brisbane-Archerfield Airport on a flight to Sydney-Mascot Airport, Australia. They crashed in a wooded area shortly after takeoff due to an engine failure.

He was originally interred in the USAF Cemetery, Ipswich, Australia and was later repatriated here on September 9, 1948.
