STARS & STRIPES Wesley J. Quamme, a Racine native who enlisted in the Coast Guard in 1936, has been promoted to captain. Quamme is presently assigned as district comptroller in the 7th Coast Guard District headquarters in Miami, Fla. He served in Alaska during World War II.
