Ora and her sister, Claudie (1895–1953), were raised by their aunt and uncle, Henry Gaines (1852–1936) & Sarah Frances Nicholson Gaines (1865–1946).

The girls are first recorded in the 1900 US census living with Henry & Sarah in the Hesler area of Owen County, Kentucky. While there Ora completed school through the 7th grade.

By the 1910 US Census Ora has been married to farmer James William Howard (1890 - 1959) for 4 years. They, along with their oldest child, Sarah Jane (1909–2008), live close to Henry, Sarah & Claudie in Owen County, KY.

By the time of the 1920 US Census Ora and James still live in Owen County farming and have five more children, Thurman "Nick"(1911–2000), Wilmer "Chuck" (1913–2000), Parker Smith (1915–1990), Gladys (1917–1949), and Elza Franklin (1919–1997).

In the next 5 years they have two more children, Jobie Vernon (1922–1945) and Evelyn Frances (1925–2004). They then move to the Berry/Kinman area of Harrison County, Kentucky where they have their last two children, Claude Emerson (1926–2001) and Wanda Louise (1929–2015).

Ora died from a coronary occulsion at the age of 67 at her home, 3 miles west of the town of Berry, KY.
