A career soldier in the U.S. Army, William originally served in Company A of the 29th U.S. Infantry Ordinance Department. At the time of his death, he was a Captain with the Quartermaster Corps, stationed at Camp John Hay near Kafaguay on the Philippine island of Luzon.
He died from the burns he received while rescuing two soldiers under his command who had been trapped in the flames of a forest fire they were battling at Camp John Hay.
Captain Briscoe was survived by his wife, and his mother; and siblings Matthew and Frank Briscoe, Mrs. Cora (William Henry) Stalker; and half-brothers Paul V. and Roy Briscoe.
