Corporal Biselis was from New Castle County, Delaware.

He was a veteran of World War II and served in Company B, 35th Infantry.

In Korea, he was a member of the 17th Infantry Regiment, 7th Infantry Division. He was "Killed in Action" while fighting the enemy in North Korea on November 1, 1950.

Frank was awarded a Bronze Star Medal with a Oak Leaf Cluster and a Purple Heart.
