New York City Mayor, US Congressman. Served as Mayor of New York City from 1854 to 1858, and Congressman from New York from 1863 to 1865 and 1867 to 1881. A Northern Radical who did not support the Civil War, he tried to have New York City declared a "free city", which would have allowed it to continue to trade with the South.
