US Congressman. He was elected as a Republican to represent first New Jersey's 8th, then 10th Congressional Districts in the United States House of Representative, serving from 1929 to 1949. When he was elected in 1929 at age 27, he was the youngest member of Congress. In 1947 he co-authored the Taft-Hartley Labor Act with Senator Robert Taft of Ohio. The Act was directed to limit the broad power of Labor Unions, and to counteract a perceived threat of communist infiltration into the unions. It outlawed closed shops (thereby guaranteeing an employee the right to not join a union if he/she wanted to), permitted unions only in states that allowed them by law and the majority of workers voted for them, required 60-day notice of strikes, allowed 80-day court injunctions against strikes that threatened National safety or health, narrowed the definition of unfair labor practices, and required labor officials to take an anti-Communist oath. It was passed by the House and United States Senate over the veto of President Harry S Truman.
