New Jersey Governor. Nephew of New Jersey Governor Aaron Ogden, Haines graduated from The College of New Jersey, in 1820, studied law, was admitted to the bar in 1823 and practiced law in Newton, New Jersey. Entering politics, he was elected to Sussex County Council and was a member of the New Jersey State Senate, (1839-40). In 1843, he was elected as a Democrat the 14th Governor of New Jersey, serving until 1851. During his two terms as Governor, the administration convened to create a new State Constitution, plus he concentrated on improving state schooling and government. After leaving office, he served as an associate justice on the New Jersey Supreme Court, (1852-66). He died in retirement at age 76.
