Mr. Owens and I joined the Housing Authority of the City of Shreveport (SHA) at the same time, but of course in different roles...he as a Board Commissioner and me as an Accounting Clerk. We immediately took a liking to one another because he reminded me so much of my Grandpa and I would tell him that. He didn't "like" that because he would always tell me he wasn't "old". We would joke with one another. He was very precious to me.

A few years after coming to the SHA, he lost his leg. I would "wait" on him during functions and he really appreciated that. I was inspired by him. In the late 1990's, he learned how to "use" a computer because he wanted to search for his military buddies. Of course, many times the computer got the best of him and he could curse like a sailor! It really tickled me!

One of my fondest memories of Mr. Owens was about in 1999-2000, his birthday was coming up and I decided to give him a birthday party.....birthday cake, gift and all. We held it at the conference room at the old administrative office...as we delivered his cake and broke into singing "HAPPY BIRTHDAY".....he was crying....he said he had never (never!) had a birthday party! You want to talk about feeling good....putting someone else before yourself...really made my day! Something so small, meant so much!

Mr. Owens was appointed to the Housing Authority of the City of Shreveport's (SHA) Board of Commissioners on September 11, 1991 and served until his death. The SHA, by Board Resolution #3006-05, named their Administrative Office Building, Osborne J. "Bob" Owens, Jr., Administrative Building.

In September 2013, current SHA (now known as HACS) Executive Staff decided to remove his name from the building and have Housing Authority of the City of Shreveport (with the logo) placed on front of the Administrative Building.

Shreveport, LA - Graveside services for Osborne J. "Bob" Owens, 75, will be held at 9:00 a.m., Thursday, May 5, 2005 at Forest Park Cemetery, St. Vincent Avenue. Officiating will be Father Pike Thomas.

Visitation will be from 5:30 p.m. until 7:00 p.m., Wednesday, May 4, 2005 at Rose-Neath Marshall Street Funeral Home with a vigil service following at 7:00 p.m.

A native of Des Moines, IA, Bob was born July 26, 1929 and passed away Tuesday, May 3, 2005 at Willis-Knighton Pierremont after a brief struggle with lung cancer. Bob found great comfort in his faith as a member of St. Elizabeth Ann Seton Catholic Church. He had lived most of his adult life in Shreveport and retired from Tri-State Wholesale Company with over 25 years of service. Bob served his country proudly with the U. S. Air Force. He was a member of the Shreveport Housing Authority and was active in civic affairs and had a lifelong interest in politics.

His wife, Lena Campisi Owens; parents, Osborne J. Owens, Sr., and Josephine Owens; brothers, Floyd and Dick Owens and sisters, Arlene and Agatha Owens preceded him in death.

Suvivors are his stepson, Dale G. Cox, Jr. of Shreveport, LA; former daughter-in-law, Rebecca Hull Cox of Benton, LA; step-grandchildren, Andrew Christopher Cox of Dallas, TX and Elizabeth Ann Cox of Washington, D.C.; nieces, Peggy Mooradian, Maxine K. Murphy and Barbara Jean Goldman and nephew, Daniel Gernak all of California.

The family extends a special thanks to his devoted caregiver, Virginia Howard.

In lieu of flowers, the family asks memorials to be made to the American Cancer Society. Rose-Neath Funeral Home Marshall St. Chapel, 222-0348.
