New Jersey Governor. He studied law in Ballston Spa New York, and was admitted to practice law in both New York and New Jersey. After establishing a successful legal firm, he was appointed a judge on the New Jersey Supreme Court, serving (1865-75). In 1875, he was elected as a Democrat 23rd New Jersey Governor, serving until 1878. During his one term in office, a state board of health was established, a general election act was authorized, several new orphanages were founded and a boundary commission was organized to settle the dispute between New York and New Jersey. He then resumed his legal career and served on the New Jersey Constitutional Commission in 1894, before his death from complications from surgery at age 73.
