Paul Carl Armstrong Sr., one of Clay County's major developers, died Monday afternoon of a heart attack at his home. He was 58.

Armstrong had apparently been mowing the grass at the Villages of Fireside when he had the heart attack, said Detective Tommy Clark, Clay County Sheriff's Office. He was discovered by his son about 4:30 p.m. and was taken to Humana Hospital-Orange Park and pronounced dead, he said.

"He will be greatly missed due to his contribution to a better way of life", Clark said

Armstrong was born in Beech Bottom, W.Va. on April 16, 1931 and moved to Orange Park in the early 1950s. He was a prominent businessman in the county and responsible for developing more than 6,000 residential lots, including Orange Park South, Grove Park, Admiral's Walk, Village Green, The Meadows, and the Ravines Golf and Country Club.

Armstrong and his business partner, Jim Menard, also donated five acres of property near County Road 220 in 1987 for a Fraternal Order of Police building.

"He was a once-in-a-lifetime kind of friend," said County Attorney Frank Scruby, who knew Armstrong since 1957. "He had more vision than anyone else I know. He was extremely creative and had a legion of people who cared for him a lot."

Armstrong, who lived at 2562 Crooked Creek Point, is survived by his wife Betty, and five children. Funeral arrangements are pending.
