Minnesota Governor. Served as Governor of Minnesota from 1947 to 1951. While serving as a Federal District Court Judge, he earned national fame for the court rulings in the McCarthy era. He achieved notoriety when in 1952 he dismissed as unconstitutional key parts of the Government's case agaisnt Owen J. Lattimore, the prime target of the anti-Communist campaign of Senator Joseph R. McCarthy of Wisconsin.
