Deputy Hillard was killed when his cruiser struck a tree while in a pursuit. Deputy Hillard was chasing a motorcycle and had just entered a neighboring county. He was on a winding road when his cruiser slid sideways and struck a tree. Deputy Hillard's shift supervisor radioed to him to end the chase, but the crash happened moments earlier. The motorcycle that Deputy Hillard was chasing fled the scene, but turned himself in several days later.
Deputy Hillard had been with the agency for six years, and had been in law enforcement for 21 years. He is survived by his wife and two children.

Richard Allen "Rick" Hillard, 46, Salisbury, died Sunday (Oct. 17, 1999)at Davie County Hospital, Mocksville, from injuries sustained in an automobile accident.

Born July 9, 1953, in Salisbury, Mr. Hillard was a son of Connie Miller Hillard, Salisbury, and the late Charles Allen Hillard.

Educated in Rowan County schools he received his associate degree in law enforcement from Davidson County Community College and an advanced law enforcement certificate from the state of North Carolina.

Beginning as a reservist for the Rowan County Sheriff's Department in 1993, Mr. Hillard became a deputy in 1995. Prior to that, he was employed by the Salisbury Police Department for 15 years. He was a member of Bethel Lutheran Church and the Rowan County Peace Officers Association.

Survivors, in addition to his mother, include wife Michele Nance Hillard, whom he married April 25, 1981; son Joseph A. Hillard, of the home; daughter Elizabeth Claire Hillard, of the home; brothers Charles D. and Billy R. Hillard, both of Salisbury.

Services:11 a.m. Wednesday, St. John's Lutheran Church, conducted by the Rev. Thomas P. Clements, pastor, SacredHeart Catholic Church; the Rev. Mark S. Reed, pastor, Bethel Lutheran Church; and the Rev. Morris Boyd, pastor, St. Francis of Assisi, Franklin.

Visitation:Prayer service, 7 tonight, Summersett Funeral Home Memorial Chapel, followed by visitation until 9 p.m. At other times the family will be at the residence of his mother, Connie M. Hillard.
