Clifton Earl Speir, beloved husband, father, grandfather and great grandfather, passed away on Monday, the 8th of October 2007 in Houston, Texas at the age of 84. He was born in San Antonio, Texas on the 8th of June 1923, and moved to Austin, Texas at the age of three months. Clifton graduated from Stephen F. Austin High School in the spring of 1941. He entered the University of Texas in the fall of the same year. With the outbreak of World War II that December, Clifton volunteered to serve eighteen months in England as a civilian aircraft mechanic. He returned to the United States in February of 1944 and joined the US Air Corps as a cadet in March of the same year, where he served stateside. Following the service, he returned to Austin, re-entered the University of Texas and graduated from law school in 1949.

Clifton joined the Austin City Attorney's office and served as Assistant City Attorney, from which he took a leave to work for the State Building Commission to acquire land for the Capital Improvements Program. He returned to the City Attorney's Office and later joined the State Highway Department to set up a program for acquiring land for the Interstate Highway System. With the law firm of Locke, Locke and Parnell, Clifton co-authored House Bill 79, authorizing the Texas Highway Department to acquire Right-of-Way.

In 1960, Clif joined the Houston City Attorney's Office as head of the Land Section, where he served until his retirement in 1982. During his time with the city, he participated in many civic improvement projects including Houston Intercontinental Airport.

Clifton is survived by his loving wife of forty years, Barbara; his son, Tom Speir of Marshall, Texas; his daughter, Sue Ward and her husband David, of St. Croix, Virgin Islands; his granddaughters, Victoria Lynn and her husband Brett, of Longview, Texas, Tomlyn Speir of Marshall, Texas, Nicole Reichert and her husband Greg of O'Fallon, Missouri; and his great-grandchildren, Beau Reichert and Lindsay Reichert of O'Fallon, Missouri. He is also survived by his nephew, great-nephews, great-niece, many cousins and friends. He was preceded in death by his brothers Melvin Speir and Howard Speir and by his first wife Betty.

Clifton was a member of the Houston Bar Association and The Texas Bar Association. He was a Master Mason of Austin Lodge #12 in Austin, Texas, as well as a member of Christ Church Cathedral.

Clif's family cordially invites friends to join them at his memorial service which will be held at Christ Church Cathedral, 1117 Texas Avenue, at two o'clock in the afternoon on Thursday, the 11th of October 2007, with a gathering of friends immediately following at the church. A private family graveside service will be held at Memorial Oaks cemetery.

Serving as honorary pallbearers are Cyd Speir, Patrick Joseph Speir, Randall Speir, Russell Speir, Mark Speir, Joseph Rollins and Allen Schapansky.

In lieu of flowers, the family requests with gratitude that memorial contributions be directed to the Endowment Fund of Christ Church Cathedral, 1117 Texas Avenue, Houston, Texas 77002, or to the charitable organization of their choice.

Clifton will be sorely missed and fondly remembered by many who recognized him as a dedicated worker, devoted husband, a loving father and a fine gentleman.
