Joseph was born in Scott, Cortland, New York in 1833 to Elijah Cheney and Achsa Thompson. He had nine siblings: David J, Elizabeth, James, Zacheus, Margaret, Erastus, John, Mary Delina, and Sarah Delina. He married Louisa Maria Austin 23 Nov 1868. They had eight children: Louise Delina, Octavia Achsa, Hattie Margaret, Joseph Austin, Della Maude, Clarence Elijah, Claude Leroy, and Blanche Lenore. He died in 1927 in Laketown, Rich, Utah, and is buried there.
