James McColley was born on September 29, 1881, to Francis M McColley and Millie Hudnall McColley. He was the second of seven children and the oldest son. On 5 January 1907, he married Lena Leota Conant in Athens County, Ohio. His occupations were farmer and coal miner. He was injured while working as a coal miner. He suffered from partial paralysis of his limbs due to his injury but continued working as a miner. He was described as being of medium height and build. He had dark hair and blue eyes. In late February 1919, James, his wife, and his five children became ill with influenza. The Spanish Flu epidemic was widespread at this point in time. On 1 March 1919, his six-year-old daughter, Ellie, died from influenza. Five days later on 6 March 1919 at 5 pm, James died from influenza complicated by pulmonitis at his home in Athens Township, Athens, Ohio. He was 37 years old. He was buried on March 9, 1919, in Augustine Cemetery in Athens County, Ohio.
