Born in Texas, Parkhill was reared in Boswell, Oklahoma. He later studied Business Administration courses at Tyler Commercial College and accepted a position as assistant county treasurer in Hugo, Oklahoma after completion of the courses.

Parkhill was Sam Houston Normal Institute's (now State University) first Business Manager, serving from 1916 to 1934. A student residence (built 1960) was later named in his honor.

Parkhill also was active in the Huntsville community by serving as a leader of Boy Scouts, being a member of Kiwanis Club, and acting in various capacities in the Baptist Church.

Parkhill married Rose Walker in 1908 and had four children.
