J., ass't surgeon U.S.N. 1861; passed ass't surgeon, 1865; surgeon, 1868; med. insp. 1887; med. director, 1895; in 1862 served at naval hospital, New York; on St. Lawrence E. Gulf Blockading Squadron, 1863-64; naval hospital, Chelsea, Mass., 1865, 1869-70, etc.
During Spanish-American war, designed and fitted out the ambulance ship, SOLACE, the first ever used in naval warfare; retired on own application, after forty years' service, with the rank of sr. rear-admiral, 1902. President of the Am. Nat'l Red Cross, 1904-05.
