A student at the University of Georgia 1857-60, he was admitted to the bar in 1860. He organized the Crawford County Grays, which became Company E, 6th Georgia Infantry in May 1861 and was commissioned their Captain. He was wounded in action at Sharpsburg, MD on 17 September 1862. He was elected Major of the Regiment, then Lieutenant Colonel on 26 March 1863. He resigned due to disability on 16 June 1863.
After the War he was a lawyer in Culloden and a Baptist preacher. At his death he was pastor of the Sharon Primitive Baptist Church, Strouds Crossroads, Monroe County, GA, as his father Washington Cromwell Cleveland (1803-1869) had been before him.
