Lawyer, Diplomat. A native of Sacramento, California, Phleger graduated from the University of California Berkeley in 1912 and studied law at Harvard Law School. In 1914 he joined the law firm of Morrison, Dunne & Brobeck where he worked until 1926, when he co-founded the firm of Brobeck, Phleger & Harrison. A Navy veteran of the First World War, he was called back to service at the end of the Second World War in 1945 to serve as associate director of the Legal Division of the US Military Government in Germany. In 1953 he was appointed to the Eisenhower administration as legal advisor to US Secretary of State John Foster Dulles, serving until 1957. In 1959 he was appointed chairman of the United States Delegation at the Antarctica Conference which ultimately led to the establishment of an international treaty that forbid the use of Antarctica for military purposes. In 1962 he was appointed to serve as a member of the Arms Control and Disarmament Committee until 1968. He also served as a US representative to the Permanent Court of Arbitration in the Hague, Netherlands from 1957 until 1963 and again from 1969 until 1975.
