The son of German-born John Bechtel and allegedly raised in Philadelphia, his whereabouts in 1860 are unknown, although it appears that he was a butcher residing in the area of Perry County, Pennsylvania. He stood 5' 10" tall and had light hair and blue eyes.

A Civil War veteran, he enlisted in Perry County August 5, 1862, and mustered into federal service at Harrisburg August 11 as a private with Co. G, 133rd Pennsylvania Infantry. On October 25, 1862, he was detached to duty as a wagoner and never again served with the regiment, and honorably discharged May 26, 1863. He also served from early July through August 27, 1863, as a private with Co. D, 44th Pennsylvania Militia, during the Gettysburg crisis. He last enlisted and mustered into federal service Philadelphia March 22, 1865, as a corporal with Co. I, 214th Pennsylvania Infantry, promoted to sergeant January 20, 1866, and honorably discharged with his company March 21, 1866.

He married Philadelphia-born Anna Maria McNamee April 14, 1864, in Philadelphia and fathered Charles (b. ?), James (b. ?). According to Anna Maria, Jacob was "a drinking man" who would "go away on a camper once in a while for a week or two." Those jaunts led her to conclude that she was "better off without him than with him." They parted ways without bothering with a divorce, and he lived with and/or married thrice-widowed Margaret Jane Adams Allenthorpe Bell, née Meredith, In Indianapolis, Marion County, Indiana, but they apparently had no children. His libertine lifestyle finally caught up with him, and he died from "cirrhosis of liver."
