The son of Joseph Vernon Cairns and Cora Lee Stoops, Oliver was married to Roxie Irene Brunk. She was the daughter of George W. and Stella Brunk.

Oliver and Roxie were the parents of at least 3 children.

Oliver enlisted in the United States Air Force on 15 Jan 1940. He served for 22 years before retiring from the Air Force as a lieutenant colonel.

At the time of his death, Oliver was 84 years, 4 months and 12 days old.

He was survived by his wife, Roxie; 1 son, David Cairns; and 1 daughter, Suzanne Radford.

In addition to his mother and father, Oliver was preceded in death by 1 son, William Cairns; and 1 daughter, Diane Estes.

Visitation was held on 24 Aug 2004 at the Pitman Funeral Home in Wentzville, Missouri. Funeral services were conducted there at 11:30 a.m. the following morning.

The family requested that memorials, if desired, be made to the Diabetes Foundation.

Oliver's wife, Roxie, passed away in 2005 and was buried next to him.
