Benjamin was the son of Thomas and Susan Starnes. Benjamin was the brother of Josiah Starnes.

Benjamin served with the 13th Regiment, Kentucky Cavalry Union Army during the Civil War as a Private.

Benjamin Starnes married Mary E. Jennings, daughter of Lew Allen Jennings and Rebecca (Myers) Jennings, March 4, 1880 in Dry Nob, Laclede, Mo.
