Maine Governor. He graduated from the University of Maine in 1916 and became a pharmacist in Newport. A member of the Maine National Guard, he served in the 2nd Maine Infantry Regiment's Band during the Villa Expedition on the Mexican border prior to World War I. A Republican, he served in several local offices, including Newport Town Treasurer and member of the Maine State Republican Committee. In 1926 he won a seat on Maine's Governor's Council, serving from 1927 to 1933. From 1935 to 1937 Barrows served as Maine Secretary of State. In 1936 he ran successfully for Governor and served one term, 1937 to 1941. Following his governorship Barrows went into banking and insurance, serving as President of the Newport Trust Company and Assistant to the President of Boston's Liberty Mutual Insurance Company. In 1966 he returned to office when he won election to Maine's Executive Council, but he served less than a month before his death from heart disease.
