William Arson (Bill) Payne was the 8th of 11 children born to Albert M. and Sallie V. Denson Payne. He was born in Cullman Alabama. On June 12, 1947 he married Edna Newey in Ogden, Weber County, Utah. He was raised and educated in Ogden, and graduated from Ogden High School. He also has lived in Hooper, Utah; Fresno, California, and Roy, Utah. During World War II he served as a Seabee and returned home to his life's work of construction. He was a member of the Operation Engineers' Union Local #3. William was a long time member and Elder of the First Christian Church of Ogden, Utah. He and his wife Edna have 5 children and 19 grandchildren.
