He was the First Judge-Advocate General of the U.S. Air Force.

He received his law degree in 1927 from the University of Illinois, where he also met his wife, Doris.

From 1929 to 1933, he was the youngest mayor in the History of the City of Urbana, IL. He authored legal texts, was a speaker and writer, was chosen as a U.S. delegate to the First United Nations Congress In Geneva, Switzerland, was the recipient of numerous awards and decorations.
