Mrs. Howell was born in New Market on July 25, 1942, the daughter of Joe Lafayette Neal Sr. and Rhoda Mast McBride Neal, who are deceased.
She had worked as a chief deputy clerk for the Anderson County clerk's office, a job she loved, her family said.
She was a graduate of Oak Ridge High School and was the head cheerleader. Her family said she enjoyed playing golf and reading and described her as a fanatical University of Tennessee football fan.
Mrs. Howell was a member of New Salem Baptist Church of Clinton.
She is survived by her husband, Roy L. "Butch" Howell; her daughter, Cindy Hogan and her husband, Bryan, of Oak Ridge; her son, Kendall Howell and his wife, Winifred, of Murfreesboro; her brother, Joe L. Neal Jr. of Karns; her sisters, Pat Neal of Baton Rouge, La., and Mary Fisher of Oak Ridge; her grandchildren, Molly Howell and Rachel Howell; and her stepfather-in-law, Robert M. McGill of Ten Mile.
In addition to her parents, another brother, Clea Neal, died earlier. Her father-in-law and mother-in-law, Roy E. Howell and Ethel Howell McGill, are also deceased.
The funeral will be held at 8 tonight, Dec. 21, in the chapel of Weatherford Mortuary with the Rev. Daniel Mayes officiating.
A graveside service will be conducted at 1 p.m. Friday, Dec. 22, at Oak Ridge Memorial Park.
The family requests that any memorials be in the form of donations to the Arthritis Foundation, Tennessee Chapter, 1719 West End Ave., No. 303W, Nashville, TN 37203.
The family will receive friends from 6 to 8 tonight at the mortuary.
