Phillip was a son of Johann Matthias Rheingans and Maria Christina Schneider. The parents came to the United States from Prussia in 1843, bringing their seven children. By 1850 they had established themselves in Germantown, Wisconsin.

By age 24, Phillip had established himself in Chippewa County, in the northern part of the state, and there on September 13, 1859, he married 16 year old Mary Elizabeth Hendrix. They had three children before she died in 1866:

George David (1860)
Lucy Ann (1863)
Albert Phillip "Al" (1865)

Left with an infant and two toddlers, Phillip wasted no time finding a new wife, and January 30, 1868 he married Mary Elizabeth Kehrein. Needless to say, with both wives having the same given name and year of birth, their offspring are frequently mixed up by genealogists.

Phillip and Mary #2 had nine additional children:

John Henry (1871)
Katherine Mary "Katie" (1873)
Anna Elizabeth (1875)
Edward (1876)
Ernest Conrad (1880)
Walter Harvey(1882)
Nettie Sarah (1883)
Minnie L. (1888)
