He was born in Ottumwa, Iowa, on Oct. 20, 1940, to Elmer and Marcene (Musselman) Vaughan.
He was a 1958 graduate of Ottumwa High School.
Maj. Vaughan graduated from the University of the South, Sewanee, Tenn., and from Ole Miss Law School. He had a Library Science degree from U. of Alabama. He had been in the title business and had served as a Civil Affairs officer in the military. He enjoyed reading and classical music and was a Civil War buff.
Maj. Vaughan was predeceased by his parents.
He is survived by his sister, Kathleen Vaughan Missman and her husband Jeffrey of Kansas City, Mo., and by five first cousins.
