Mayor of Kansas City, Missouri, from 1904 to 1906. His obituary was published in the August 14, 1915 edition of the Kansas City (MO) Star. And in the November 29, 1975 edition of that paper, an "appreciative" article was published, under the headline 'Good Guy' With a Will to Win.

Took this of Jay H. Neff Hall at 309 S 9th Street in Columbia, MO on MIZZOU's campus, 9/7/22. Built in 1918 by James P. Jamieson. Added onto in 1959 (Neff Annex), 1936 (Williams Hall), and 1980 (Gannett Hall).
