Cecil was the ninth and last child born to James Lemuel Howell and Martha Ann "Annie" Paterson Howell.
Siblings were:
Jess, Howard, Clara, Eugene,Doyle, Ruth, Burgess and Annie Maud.

He married Cora Ethel Dye in Ardmore, Oklahoma on January 4, 1936. They had one son, James Edward Howell.

Cecil became an Assembly of God minister in 1952 and in 1953, he was called to Luxora, Arkansas. He then moved to Decatur, Alabama, back to Luxora, to Sheridan, AR then Newport. After retiring and moving to Rector, Arkansas, he was again called to the Bethel Assembly of God Church in Paragould. With the exception of Newport, a new church was built each time.

Cecil and Ethel had one grandson and four great-grandchildren.
