1st Governor of Oregon, U.S. Congressman. Born in Dearborn County, Indiana, he subsequently moved to Illinois as a farmer and carpenter, to Missouri in 1845, and then to California in 1849 to try his luck as a miner in the gold rush. He returned to Missouri for a while and then settled in the Oregon Territory in 1852, where he was engaged as a farmer, lawyer, and judge. Following service in the Oregon Territorial Legislature, he was Governor of the Oregon Territory from July 8, 1858 to September 8, 1859, and then Governor of the State of Oregon from September 8, 1859 to September 10, 1862. He was a U.S. Representative from Oregon from March 4, 1879 until March 1881.
