Carmel served in the U.S. State Department in Tegucigalpa, Honduras (Oct. 1931 – April 1934); Moscow, U.S.S.R. (May 1934 – May 1936); Washington, D.C. (June – Sept. 1936); Paris, France (Oct. 1936 – late-June 1940); Bordeaux, France (late-June – early-July 1940); Washington (July 1940 – Oct. 1941); London (Nov. – Dec. 1941); Cairo, Egypt (Dec. 1941 – Jan. 1942, on special assignment); Washington (Feb. 1942 – March 1944); Algiers, French Algeria (April – July 1944); Caserta, Italy (July 1944 – Jan. 1946); and Frankfurt, West Germany (Feb. 1946 – July 1948). He then resigned and started law school at George Washington University, but was soon recruited into the newly formed Office of Policy Coordination (OPC) of the Central Intelligence Agency, where he served (based out of Washington and Frankfurt) from Sept. 1948 – May 1950. Thereafter, Carmel worked for 2-3 years as an international labor consultant, based out of Washington, D.C., for the New York City-based Free Trades Union Committee (FTUC), a branch (secretly funded by the CIA) of the American Federation of Labor. He later opened and ran two international consulting firms for overseas trade, based in New York and Washington. He had homes in Washington, D.C., and a ranch home & 298-acre farm property in Markham, Fauquier Co., VA. In the late-1950s, he tranferred his business to New York City, where he lived in a condominium apartment in Manhattan near the East River for the rest of his life.
