Joseph was the fourth son of Joseph and Mary Philips, and was born at about the same time that the family came from Wales to Chester County, Pa., making his birthplace uncertain. Joseph and his three older brothers (including the Rev. David Philips) served in the Revolutionary War in the Chester County Militia.


He married Mary (Hall) Laughlen or Laughlin, 24 Apr 1778, at the Vincent Baptist Church, Chester County, in the presence of 24 witnesses, including their parents. They settled in Upper St. Clair Twp., Allegheny County, and had five known children:


Mary (Philips) Dildine, born 21 Nov 1779.

Jesse Philips b. 26 Oct 1781, d. 7 Sep 1805.

David Philips b. 22 Apr 1784, d. 27 Jan 1866.

Sarah (Philips) Higbee, born 17 Aug 1786, d. 17 Jan 1865.

Susannah (Philips) Estep, born 27 Apr 1789, d. 4 Oct 1843.


After Mary died in 1817, Joseph married Abigail (Starrs) Squires as his second wife. Abigail survived him and married Joseph Higbee (1773-1843) as his second wife, probably about 1840.
