Paul was the son of Anthony and Barbara (Cmorey) Marcincin and husband of the late Elizabeth R. (Racho) Marcincin. They were married 55 years at the time of her death. He was a Democratic member of the Bethlehem City Council from 1966 to 1977 before he was elected the 7th mayor in the city of Bethlehem. He served in that capacity from 1978 to 1987 and again as interim mayor from October, 1997 to January, 1998. It was during his time as mayor that major layoffs occurred at the Bethlehem Steel. In order to alleviate the financial hardships to families caused by the layoffs he made massive cuts to the city real estate tax to help keep the city afloat. Other significant accomplishments during his tenure as mayor of Bethlehem included the rebuilding of the Minsi Trail Bridge, the restoration of the historic Sun Inn and the revitalization of center city Bethlehem. Mayor Marcincin also played an important role in the creation of Musikfest in Bethlehem. What began as a small regional festival is now one of the largest music festivals in the United States drawing over 1 million people each year to downtown Bethlehem.

In his younger days Paul was a standout basketball player at Bethlehem (Liberty) High School and also at Moravian College in Bethlehem. His college education was interrupted in 1943 when he was drafted into the Army Air Corps but he finished his college education in 1948 when his tour of duty ended. He later received his Master's Degree from Lehigh University. He also played semi-pro basketball for several years before becoming a school teacher. For the next 36 years he taught school in the Bethlehem School District, 27 of those years at the Northeast Middle School. He was inducted into the Moravian College Athletics Hall of Fame where he also coached basketball for 24 years and was affectionately known as Mo-Mo by the Moravian faithful. He was a member of St. Anne's Catholic Church in Bethlehem.
