Bill was the son of Mazelle (Askew) Burgess and Ben E. Burgess. He married Betty Nance on June 2, 1961 in Commerce, Texas. He attended Texas Tech, East Texas State, and Midwestern and received his Bachelors Degree in Agriculture Education. He was a Partner in Lone Star Auctioneers in Fort Worth.

Bill was a veteran of the United States Army, a member of the Texas Auctioneer Association, and the Bunger Church of Christ. He was actively involved in farming and ranching in Young and Stephens counties.

Survivors at time of death included his wife, Betty Burgess of Graham; sons, Sim E. Burgess and wife Dana of Bunger, Will Burgess of Bunger, Ben Edward "Jiggs" Burgess of Mountain Lake, New Jersey, and John C. Burgess and Maggie of Bunger; his mother, Mazelle Burgess and one sister, Marilyn K. Burgess of Fort Worth.
