She was the daughter of Frank and Lena M. (Crum) Whitney, one of six children. When Ora was 18 months old, her family moved to Horton. She grew up during the Great Depression and graduated from Horton High School. She helped her family by delivering milk and had a newspaper route. The tough times her family experinced helped shape her into the fiercely independent women she became. Ora was employed as a dental assisant to Dr. W.R. Hill, a Horton denist. She was a member of and attended the First Baptist Church in Horton and taught Sunday school there. On December 26, 1937 she married Dale Higley of Muscotah, Kansas and became a farmer's wife. Ora and Dale farmed North of Muscotah until 1947 when they sold their farm and moved to Horton. In 1948, Dale found employment at Beech Aircraft, moving Ora and their three children to Wichita, Kansas. Ora attended the Wichita Public School of Pratical Nursing and became an LPN in 1958, becoming president of the Sedgwick County, LPN Organization in 1962. She later worked at several of the hosiptal and nursing homes around Wichita. She was a member of the First Baptish Church where she taught Sunday school. Throughout her life, she had a strong passion for gardening, cooking and traveling with Dale to the mountains of Colorado and the beaches of Flordia.
