Joseph Isaiah Brittain was born on November 2, 1857 in New Brighton, Beaver, Pennsylvania to Joseph Hutchinson and Belinda (Clark) Brittain. He married Martha Louise Clark on August 2, 1894. Joseph died on October 22, 1930 in Cleveland, Ohio.

In his career, he was the first American career Consul-General and served in Australia, New Zealand, Canada, France and Germany.

"Joseph Isaiah Brittain: ...His earliest American ancestor came for Wales near the close of the 17th century, and settled near Madison, New Jersey. His great grandfather, with two brothers, served in the Continental Army in the Revolution, while three other brothers served with the British forces. His father was a farmer and county official, and a prominent abolitionist. Mr. Brittain was educated in the New Brighton, Pa. high school and at Beaver, Pa Seminary. In 1891, he was elected to the 70th general assembly of Ohio from Columbiana County, and was reelected to the 71st general assembly...He was married Aug. 2, 1894, to Martha Louise, daughter of Dr. Franklin N. Clark, of San Francisco, California..."
