Frances was the daughter of Ervine Franklin Ensign and Elizabeth (Hazelton) Ensign. She married William Emmet Fuller.
"Frances was born January 27, 1860. She attended college at Oberlin and became known for her intense loyalties, spiritual outlook and social conviction. After graduation, she taught for a few years at the Geauga County Seminary, and then moved on to become a speaker, writer and organizer for the Women's Christian Temperance Union. From 1907 to 1912, Frances served as President of the state WCTY, and for the following 15 years, she served as state treasurer.
On March 26, 1912, at the age of 52, Frances Hazleton Ensign married a widower, William Emmett Fuller, aged 62. Although both were from Madison, they were married in Pavilion, Genesee Couty, New York. The marriage.. brought together two of the oldest families in Madison."
