Alfred ‘Fred' Peter Moran (1897-1967) was born at Biloxi, Mississippi on July 17, 1897, the son of Francis Delmas "Peter" Moran (1853-1935) and Elizabeth Lucretia Vanderpool (1869-1940) on August 2, 1887. She was the daughter of Susan Lucretia Stratton (1842-1897) of Rankin County, Mississippi and Little Berry Vanderpool (1839-1928) of Surrey Coun-ty, North Carolina. This union resulted in the birth of nine children: Edwin Little Berry Moran (1888-1951) m. Sarah Inez Hudson (1914-1982); Catherine Ethel Moran (1890-1907); Joseph Otto Moran (1892-1970); Francis Arbo Moran (1892-1892); Silas Warren Moran (1893-1895); Marinina Moran (1895-1973) m. Orey Alson Young (1892-1986); Alfred Peter "Fred" Moran (1897-1967) m. Ethel V. Russell (1899-1957) and Marion Illing (1899-1993); Vincent Harold Moran (1899-1972); and Elizabeth Vera Moran Smith (1901-1968) m. Douglas I. Smith (1901-1979).

Back Bay, Biloxi
Fred Moran came from an old Biloxi clan of seamen descended from French Canadian adventurers from Quebec Province who arrived on the Coast of present day Mississippi in the late 18th Century. The family name was originally spelled Morin, but became anglicized to Moran.(The Daily Herald, June 10, 1981)

Peter Moran, Fred's father, began acquiring land in the Jean-Baptise Carco Claim on Biloxi's Back Bay in April 1883, when he purchased for taxes a large tract of land from F.S. Hewes, Commissioner of the Chancery Court of Harrison County, Mississippi. The Peter Moran land had about 190 feet on Bay View Avenue situated approximately 180-feet east of the northeast corner of Lameuse Street and Bay View Avenue and ran south 3800 feet. The title for this parcel was cleared in litigation in the Chancery Court of Harrison County, Mississippi titled Cause No. 241, Gabriele Alpuente et al v. Francis Moran. Dr. Francois Ruiz Alpuente (1814-1876), a wealthy physician of New Orleans, had ac-quired this land from the Heirs of Jean-Baptiste Carco in October 1849.(Harrison Co., Mississippi Land Deed Bk. 19, p. 465 and Bk. 5, p. 43)

Here Peter Moran on Back Bay built a large home and reared his family. Captain Moran made his livelihood as a bar pilot at Ship Island before Gulfport was founded and performed this duty for about thirty years. His pilot associates were Antoine V. Bellande (1829-1918), Louis Llado, Harry Stilphen, Harry James, John Lewis, Francis A. Caillavet, Ernest Desporte , M.A. Scarborough, and Louis Bowen. Peter Moran had a keen memory and enjoyed relating to others his early days in Biloxi. When he passed at his long time residence, 125 Bay View Avenue, on January 26, 1935, he was believed to have been the oldest living native citizen of Biloxi.(The Daily Herald, January 26, 1935, p. 1)

Marriages
Fred Moran had two wives Hazel Virginia Russell (1899-1957) and Marion Illing (1899-1993). Ethel Virginia Russell (1899-1957) was born at Ocean Springs on November 13, 1899 to Hiram Fisher Russell (1858-1940), a native Yazoo City, Mississippi and May Virginia Minor (1866-1910), the daughter of Harold Henry Minor (1837-1884), a Tennessee native, and resident of Linwood Plantation, Ascension Parish, Louisiana and Virginia Doyal (1844-1903), a native of Ascension Parish.

H.F. Russell had married May Virginia Minor (1866-1910) on June 15, 1887 in Jackson County, Mississippi. Their children reared at Ocean Springs were: Harold H. Minor II (1862-1905); John Duncan Minor (1863-1920); May Virginia Minor (1866-1910); Philip T. Minor (1870-1880+); and Ada Minor Switzer (1875-1914), the wife of Dr. Ross Adams Switzer (1875-1945).(Jackson Co. Ethel V. Russell attended local schools and was a graduate of Hollins College at Roanoke, Virginia. Ethel married Alfred "Fred" Peter Moran (1897-1967), a Bi-loxi native, on May 31, 1923 in the H.F. Russell family home on Washington Ave-nue at Ocean Springs, Mississippi. Their nuptial ceremony was small and attend-ed by family. The Reverend L.A. Darsey officiated with Miss Marion Illing serv-ing as bridesmaid and Joseph ‘Jody' H. O'Keefe as Mr. Moran's best man.(The Daily Herald, June 6, 1923, p. 5)

Children
John Duncan Moran (1925-1995), called Duncan, was born September 6, 1925. He married Mary Shannon Fountain (b. 1928). They had no children, but adopt-ed a baby girl who they named Connie Marie Moran. Duncan was the manager of the Ocean Springs Lumber Company on Bowen Avenue. After his demise on Au-gust 26, 1995, the operation was relocated to Government Street by A.R. ‘Fred' Moran, his nephew.

Alfred Russell Moran, (1930-1981) called Russell, was born July 8, 1930. He married Susan ‘Susie' Robinson whom he had met at the University of Mississippi. Russell became an attorney and managed the Moran Real Estate and Insurance business at Ocean Springs. He and Susie were the parents of three children: Susan Moran; Alfred ‘Fred' Russell Moran; and Ethel Moran. Russell Moran was killed on March 30, 1981 by John Burke.

In September 1935, at the height of the Depression, Mrs. Moran won $2500 in a contest sponsored by The Item-Tribune of New Orleans. Some of the money was used to pay taxes and probably saved some of her father's real estate holdings.(The Mississippi Press, April 17, 1988, p. 6 and The Jackson County Times, September 21, 1935, p. 1)

Before Mr. H.F. Russell's demise on May 5, 1940, his daughter, Ethel R. Moran was running his Ocean Springs Insurance Agency, which became the Moran Agency in 1942. She commenced working in the business in 1931. Her husband, A.P. "Fred" Moran began the Ocean Springs Lumber Company in 1924, and was a member of the Jackson County, Mississippi Board of Supervisors from 1929 until 1967.

Ethel R. Moran died at her Washington Avenue home on September 27, 1957. Her corporal remains were interred in the Moran family section of the Evergreen Cemetery on Old Fort Bayou.(The Ocean Springs News, October 3, 1957, p. 1 and The History of JXCO, Ms., 1989, pp. 291-292)

Politician
With the death of James K. Lemon (1870-1929) on April 29, 1929, Jackson Coun-ty Beat 4 Supervisor, a special election was held in late May 1929 to replace him. Fred Moran out polled his three competitors, Jerry Oliver of Gautier, Frank E. Schmidt of Ocean Springs and William S. Van Cleave of Ocean Springs. Moran received 211 ballots of the 625 casts in the contest. Amazingly 88% of the regis-tered electorate voted.(The Daily Herald, May 30, 1929, p. 1)

In his 1931 bid for re-election as Beat 4 Supervisor, Fred Moran faced only one challenger, Charles Richter of Fontainebleau. He won easily receiving 406 of the 558 ballots casts.(The Daily Herald, August 8, 1931, p. 16)

After Ethel Russell Moran's demise, Fred Moran married Marion Illing (1899-1992), the daughter of Eugene W. Illing (1870-1947) and Emma E. Judlin (1869-1958) on December 14, 1958. Their nuptial ceremony was held at the St. Alphonsus Catholic Church on Jackson Avenue. Duncan Moran served his father as his best man.(The Gulf Coast Times, December 18, 1958, p. 9)

Fred Moran was Mr. Jackson County. His honors and awards were innumerable, but among them were: first president of the Ocean Springs Chamber of Commerce, president of the Mississippi Association of Supervisors, and president of the Jackson County Mississippi Board of Supervisors for nineteen years. He was the father of the Ocean Springs Inner Harbor and fought for it to remain an anchorage for sports fishermen and pleasure boaters rather than to become industrialized with seafood factories. As his ancestors, Moran loved the sea and enjoyed fishing and entertaining aboard the Happy Gal I, which was launched in 1937 through Happy Gal III, built by the J. Adaulph Toche family on Old Fort Bayou in 1959.

Fred Moran expired on October 19, 1967.
