William B. Downey was a son of James Madison Downey, a mill owner and a prominent Loudoun County Unionist politician during the Civil War.

William served in Company "K" of the 8th Regiment of Kentucky Cavalry during the Civil War.

In the first post-war election, on June 1, 1865, William was elected Commonwealth Attorney for Loudoun County, in which position he served until 1870.

William was from MD; attended Lafayette College in Easton PA in 1858; became editor of the Loudoun Republican, and died at Loudoun Mills, VA at the age of 36...The Men of Lafayette, S. Coffin, 1879, pg. 211.
