His parents were William Hardin(g) (1800-1828) and Ann Elizabeth Adams (1803-1881). William Hardin was the son of Thomas Green Hardin(g) and Mary Sinclair both of which died in Alexandria in January 1815. Thomas Green Hardin(g) was the son of William Hardin(g) who died in Fairfax county, Virginia in October 1781.
It is estimated by early census records (1830, 1840) that Charles was older than his sister. He was raised by a widowed mother. At his father's death in 1828, he was set to inherit the land that had been passed down from his great grandfather to grandfather to father and finally to him when he became of legal age. This property is located near Mile Run and a spring in Alexandria, Virginia. The property never moved, but prior to 1800 was in Fairfax, Virginia. Between 1800-1850 the boundary for District of Columbia included this property, which is the likely location of his birth. On the 12 April, 1847, the land was sold: "THIS INDENTURE, Made this 12th day of April in the Lord of our Lord 1847 between Charles Wesley Harden, and Margaret Ann his wife, and Elizabeth Harden, John T Tracy, and Mary Ann Tracy his wife, all of Georgetown in the District of Columbia ..."
He was married to his first wife Margaret Ann Tarlton on November 6, 1845. This is recorded in District of Columbia marriage records, and in the "Daily National Intelligence" (District of Columbia)on Nov.12, 1845: "Marriages. On the 6th instant, Rev. Charles A. Davis, Mr.CHARLES W. HARDING, of Virginia, to Miss MARGARET ANN TARLTON, of this place."
