New Hampshire Governor. He graduated from Dartmouth College, in 1882, earned a law degree at Boston University, in 1887 and establishing his legal career in Rochester, New Hampshire. Entering politics, he was a member of the State Constitutional Convention in 1889, a member of the New Hampshire State Senate, (1891-92) and was the Mayor of Rochester, (1896-97). He also was the Rochester City Solicitor, (1899-1913) and served in the New Hampshire House of Representatives, (1909-11). In 1912, he was elected as a Democrat the 54th Governor of New Hampshire, serving until 1915. While he was in office, several progressive measures were lobbied for and numerous appointments were made in key administrative positions. Declining to run for reelection, he was appointed Judge of the Rochester Municipal Court, serving until his death at age 73.
