Vincent Martin Leonard was raised in the Hill District of Pittsburgh. He attended St. Brigid School, Duquesne University Preparatory School, and Duquesne University, all in Pittsburgh; and St. Vincent Seminary in Latrobe, Pennsylvania.
He was ordained to the Catholic priesthood by Bishop Hugh C. Boyle on June 16, 1935.
Fr. Leonard's first assignment was as assistant chaplain at Mercy Hospital, where he remained for two years. From 1937 to 1950, he was resident chaplain of the Allegheny County Home and Woodville State Hospital.
He was Pastor of St. Patrick's Catholic Church in the Strip District, Downtown Pittsburgh, 1955–1967; and of St. Philip's Catholic Church in the Crafton suburb of Pittsburgh, 1967–1969.
On February 28, 1964, Leonard was appointed Auxiliary Bishop of the Diocese of Pittsburgh and was consecrated on April 21 by Bishop John Wright. After Bishop Wright was named head of the Congregation for the Clergy, Bishop Leonard was appointed the 9th Bishop of Pittsburgh on June 1, 1969.
Bishop Leonard also served on the Pro-Life Committee of the National Conference of Catholic Bishops.
Bishop Leonard resigned on June 30, 1983, due to arthritis. He later died from pneumonia at the Little Sisters of the Poor Home in Pittsburgh, at age 85.
