US Secretary of the Navy, Kennedy Administration Official. He served as Acting Secretary of the Navy in the administration of US President John F. Kennedy during the month of November 1963. Born Paul Burgess Fay, Jr., he attended Stanford University and enlisted in the Navy upon his graduation in 1941. Ranked an ensign, he was sent to PT Boat School in Rhode Island where he met a junior officer named John F. Kennedy. The two would forge a lifelong friendship that lasted until the future president's death in 1963. During World War II, Fay saw action in the South Pacific and was awarded the Bronze Star when the boat he was assigned to came under enemy attack. Following the war, he returned to his family's business the Fay Improvement Company where he remained until his retirement in 2005. He was an usher for Kennedy when he wed Jacqueline Lee Bouvier in 1953 and campaigned for him during his successful congressional, senatorial and presidential bids. In 1961, President Kennedy appointed Fay Undersecretary of the Navy. He remained at that capacity into the Johnson administration until 1965. In 1966, he penned his best-selling memoir "The Pleasure of His Company", which recounted his friendship with Kennedy. Fay died from complications of Alzheimer's disease.
