He became known along with fellow Hartford Police Department detective Ed Lowe for a tradition started on Christmas Eve 1944 of placing flowers on the grave of "Little Miss 1565," a young girl who was one of the unidentified victims of the Hartford circus fire of July 1944 that killed 168 people. A 35-year veteran of the HPD, he investigated the fire and worked for several years to identify the young girl. He retired from the force in 1962 and even after Lowe died in 1965, he continued to visit the grave in Northwood Cemetery in Windsor three times a year. When his health declined shortly before his death and he could no longer make the trips, the Allied Florists Association of Connecticut took up the duty of placing flowers on the grave of 1565 three times a year. In 1991 the girl was identified as Eleanor Emily Cook. She was exhumed from Northwood and reinterred next to her younger brother Edward - who also died in the fire - in Center Cemetery in Southampton, Mass.
