Irene was born in Yale, Payne, Oklahoma, the daughter of Simon McGrew Waddell and Fanny Viola Minnick. Irene was the third of six children born to this union, and the second of four daughters.
Irene attended Yale schools, and she was united in marriage to Verlen Dean Balmer, and to this union two children were born. Her children, grandchildren and numerous family members survive her.
Irene lived most of her life near Colfax and was involved in the Retired Senior Volunteer Program, and a member of the Sugar Grove Grange. Her Husband preceded her in death in 1982.
