Debra was born in Richmond, VA, September 28, 1955 to Tom and Margaret Kelley of Richmond,VA.
She was an associate professor of Sociology and Criminology at Longwood University.
A memorial service was conducted Saturday, October 3, at Farmville United Methodist Church.
