Albert Higgins Proctor was born on 13 Oct 1897 in Larkinsville, Jackson County, Alabama, the youngest child of Hugh Alexander and Laura Jane (Selby) Proctor. Both the Proctors and the Selbys were pioneer families in Alabama, where many extended family members remain to this day.

Shortly after Albert's fifth birthday, in October 1902, Hugh and Laura relocated the family to Indianola, Pittsburg County, Oklahoma (then Oklahoma Territory). This is where Albert eventually met Pearl Mable Jeffcoat, whom he married in 1918. From this union came three children: Gilbert Hugh, Margerie Fern and Kenneth Jay.

Albert, or "Doc" as he was known by close friends, was employed for many years by the Chicago, Rock Island and Pacific Railroad as a motor mechanic and a track welder. C. R. I. & P. supervisors, managers and co-workers commented that no one could weld railroad track frogs better than Albert Proctor. He was also a member of the Masons.

Albert struggled with alcoholism (now known as alcohol use disorder) most of his adult life. During the years leading up to and including World War II, Albert's dependence on alcohol placed an increasing strain on his marriage. In 1946 Pearl filed for and was granted a divorce from Albert; neither ever remarried. Albert lived and worked in California for several years, but eventually returned to Oklahoma where he established his residence in Fort Cobb with his long-time friends Henry and Pansy Shults. After her husband Henry's death in 1967, Pansy Shults devotedly cared for Albert during his two-year battle with lung cancer, until his death in August 1969.

Albert was preceded in death by his parents and two brothers, James Robert and Oliver Pope (Sr.) Proctor. At the time of his death, Mr. Proctor was survived by his sister, Mrs. Lulu Lee Spear, three children and eleven grandchildren. His children are: son Gilbert Hugh (Helen) and their children Francis Gilbert, Kenneth Wayne, Margaret Ann, Deborah Jean, Robert John and Rodney Paul Proctor; daughter Margerie Fern Ables (Robert) and their son Wayne Gilbert Ables; and son Kenneth Jay (Betty) and their children Richard Kent, Mary DeAnn, Kevin Jay and Kyle Reydon Proctor.
