Frances was the eldest daughter of Aaron Belvin & Elizabeth Dobson, and the sister of John Belvin & Grace Belvin Atkinson. She married Sterling Rowe, and they had several children, including Ralph Rowe, John Rowe, Indiana Rowe Thomas, Joel Rowe, Hannibal Rowe, Benjamin Rowe, William Rowe, Sterling Rowe, Missouri Rowe & Lafayette Rowe.

ROWE. - Died, at the residence of her husband, Captain Sterling Rowe, in Gloucester county, at 6 A. M. March 17th, Mrs. FANNIE A. ROWE, in her seventy-seventh year, sister of the late John A. Belvin, and only sister of Mrs. H. A. Atkinson, Sr., of this city.
